perusing the document I found this in the topic social issues: Settle down= become stable/feel happy and confident in a place. I would have used "settle in". Wouldn´t you?
Some meanings may be a bit similar (check above)
SETTLE DOWN: (make home): to start living in a place where you intend to stay for a long time, usually with your partner:
Eventually I'd like to settle down and have a family, but not yet.
SETTLE IN: to become familiar with somewhere new, such as a new house, job, or school, and to feel comfortable and happy there:
Once we've settled in, we'll have you over for dinner.
